Ton Duc Thang University Hosts Conference on the Management of Diplomas and Certificates Issued by the Ministry of Education and Training
On May 29, 2025, Ton Duc Thang University (TDTU) hosted the Conference on Management of Diplomas and Certificates issued by the Vietnam Education Quality Management Agency under the Ministry of Education and Training (MOET). The event welcomed over 150 delegates from Departments of Education and Training, as well as general education and higher education institutions from the Southern and Central regions of Vietnam.
In the context of digital transformation, administrative restructuring, and streamlining of organizational systems, the issuance and management of diplomas and certificates face numerous challenges. These circumstances require the education sector to adopt innovative governance approaches and invest resources in developing a modern, professional diploma and certificate management system.
In his opening remarks, Dr. Le My Phong – Deputy Director General of the Vietnam Education Quality Management Agency – emphasized that this conference focuses on gathering input from educational authorities and institutions to support the development of policies related to the issuance and management of diplomas and certificates. It also aims to assist in drafting a new circular to replace Circular No. 21/2019/TT-BGDĐT. The goal is to ensure a scientific, effective, and transparent system for managing diplomas and certificates, while streamlining administrative procedures and aligning with state management requirements. Additionally, the feedback from the conference will help inform future revisions and supplements to the Law on Education and related legal documents.
Representing the host institution, Dr. Dong Si Thien Chau – Vice President of Ton Duc Thang University – conveyed appreciation for being selected by the Ministry of Education and Training to host the conference; while also expressed the hope that the Ministry will continue to refine the legal framework and organize training sessions to support educational institutions in effectively implementing policies and legal regulations in the education sector.
As part of the program, Mr. Nguyen Khanh Ngoc – Deputy Head in charge of the Diploma and Certificate Management Division, Vietnam Education Quality Management Agency – delivered an overview of diploma and certificate issuance over the past five years. The presentation outlined existing challenges and their underlying causes, emphasizing the urgent need to revise and update current legal regulations. In line with digital transformation trends, the management of diplomas and certificates will be fully digitized and administered electronically, moving toward the use of digital diplomas in place of printed documents, integrated with the national database system. Upcoming legal revisions will also focus on decentralizing authority, enhancing institutional autonomy, streamlining administrative procedures, and safeguarding learners’ rights.
The conference featured an active and engaging discussion session, with numerous direct contributions and additional suggestions submitted through feedback forms. Delegates focused on existing issues, unresolved challenges, and key areas in need of revision within the upcoming Circular. All feedback collected during the conference will be carefully reviewed, considered, and selectively incorporated to refine the draft Circular that will replace Circular No. 21/2019/TT-BGDĐT, ensuring its effectiveness and feasibility in managing diplomas and certificates across Vietnam’s national education system.
