TDTU Holds Conference to Implement the University’s Action Plan for Resolution No. 71-NQ/TW, dated August 22, 2025, on Breakthroughs in Education and Training Development

On November 17, 2025, Ton Duc Thang University (TDTU) organized a conference to deploy its Action Plan for implementing Resolution No. 71-NQ/TW dated August 22, 2025, issued by the Politburo, on breakthrough development in education and training.

The conference was attended by Dr. Dong Si Thien Chau – Vice President of TDTU, along with members of the Presidential Board and key leaders of units across the University.

TDTU’s Action Plan aims to comprehensively translate the orientations of Resolution No. 71-NQ/TW into the University’s development strategy, positioning TDTU as a research-oriented, fully autonomous, internationally integrated university. The plan contributes to the nation’s strategic breakthroughs in high-quality human resources, science and technology, and innovation.

The Action Plan sets out specific development targets for TDTU by 2030, including:

  1. Successfully upgrading and transforming Ton Duc Thang University into Ton Duc Thang University System, following the model of a multidisciplinary, internationally integrated research university; becoming a prestigious higher education institution and a central hub for research, innovation, and entrepreneurship domestically and internationally; supplying high-quality human resources and talented professionals for priority sectors;
  2. Expanding enrollment to 32,000 undergraduate students and at least 2,000 postgraduate students; increasing the total number of staff members to 2,000;
  3. Ensuring an average annual growth rate of 12% in international scientific publications, revenue from science and technology activities, and innovation; achieving an annual 16% increase in patent applications and granted intellectual property rights.
  4. Ensuring that 100% of full-time undergraduate programs are internationally accredited (excluding newly established programs).
  5. Improving university rankings in a substantial and sustainable manner, meeting criteria of recognized educational quality frameworks, and striving to position TDTU among the Top 200 universities in Asia and the Top 100 globally in selected fields according to reputable international rankings.
  6. Comprehensive internationalization: by 2030, all Faculties must have full-time international lecturers and students; each Faculty must establish at least one joint training program with a foreign institution.

Specific development targets of TDTU by 2030

The Action Plan further sets the goal that by 2037 and with a vision toward 2045, TDTU will become a world-class research university (by 2037) and be ranked among the Top 100 universities worldwide in selected disciplines (by 2045).

To achieve these goals, the Action Plan outlines five key tasks and solutions:

(1) Enhancing awareness, renewing mindsets and actions, and establishing strong political determination to drive breakthroughs in education and training;

(2) Innovating institutional frameworks and creating distinctive, superior mechanisms and policies for educational development;

(3) Strengthening comprehensive education in ethics, intellect, physical development, and aesthetics, forming the value system of Vietnamese citizens in the new era;

(4) Promoting comprehensive digital transformation and applying digital technologies and artificial intelligence in education and training; and

(5) Modernizing and elevating higher education to create breakthroughs in high-level human resources and talent development, and advancing research, innovation, and creativity.

The issuance and implementation of the Action Plan for Resolution 71-NQ/TW marks a strategic step reaffirming TDTU’s commitment to comprehensive reform of higher education in line with the orientations of the Party and the State. This roadmap not only aims to elevate TDTU into a modern, autonomous, internationally integrated research university but also reflects the University’s dedication to cultivating high-quality human resources, advancing science and technology, and fostering innovation for the sustainable development of the country. This foundation will enable TDTU to continue its pioneering role, serve as a model of a modern public university operating under international standards, and make significant contributions to Vietnam’s education and training sector in the next phase of national development.
