Tuoi Tre Newspaper: Ton Duc Thang University and Tan Hung Ward sign a cooperation agreement to promote innovation
On October 28, 2025, Tan Hung Ward People’s Committee (Ho Chi Minh City) and Ton Duc Thang University (TDTU) held a signing ceremony for a memorandum of understanding on science and technology, innovation, and digital transformation.

Connecting the University and local government in implementing Resolution 57-NQ/TW
The event marked an important milestone in linking the University’s academic expertise with local practical realities, contributing to the implementation of the Party’s guidelines on digital transformation, sustainable urban development, and building a people-centered government.

Speaking at the ceremony, Mr. Hoang Minh Tuan Anh – Secretary of the Party Committee and Chairman of the Tan Hung Ward People’s Council, emphasized: “Tan Hung Ward is undergoing a strong transformation following the recent merger. To achieve our goal of becoming a hub for high-quality services, trade, healthcare, and education, we need the companionship of partners with intellectual and technological capacity – and Ton Duc Thang University is precisely the strategic partner we look forward to collaborating with.”

Dr. Tran Trong Dao, President of TDTU, emphasized: “The mission of a university is not only to teach and conduct research but also to serve the community. The cooperation with Tan Hung Ward – where the University is located – demonstrates our commitment to bringing knowledge into everyday life and making a practical contribution to local development.”
Translating the spirit of Resolution No. 57-NQ/TW into practical implementation
This cooperation event contributes to realizing the spirit of Resolution 57-NQ/TW of the Politburo on the development of science, technology, and digital transformation, while opening up a model of exemplary cooperation among “the University – the Government – the People” in Ho Chi Minh City.
The collaboration with Tan Hung Ward serves as a vivid testament to TDTU’s commitment – not only a responsibility, but also a source of pride – as the University brings its intellect, youthful energy, and technological strengths to join hands with the local government and community in building a sustainable and livable Tan Hung Ward.
The memorandum of cooperation between the two parties outlines 12 key components, focusing on four main areas:
Smart Urban Governance: TDTU will collaborate with Tan Hung Ward in developing solutions that apply modern technologies such as AI, IoT, Big Data, and GIS for urban management, environmental monitoring, and social welfare. These initiatives aim to help the ward authorities access information promptly, make accurate decisions, and enhance transparency in governance.
Digital Human Resource Development: The partnership will organize training and capacity-building programs on artificial intelligence, digital skills, and information security for ward officials and civil servants. At the same time, TDTU will introduce outstanding students to participate in internships and join the “Digital Literacy for all” initiative, directly assisting residents in accessing and using technology effectively.
Promoting Education and Innovation: The University will support local lower and upper secondary schools in implementing STEM/STEAM classroom models, organizing science and technology innovation contests, and providing professional development programs for teachers. This initiative represents an investment in nurturing the ward’s future generations.
Building an entrepreneurial ecosystem: The two sides will collaborate to organize career orientation and entrepreneurship activities, facilitate business networking, and create opportunities for students and local youth to gain practical experience and foster creativity.


Through the signing of this cooperation agreement, the two parties have brought Resolution 57 into people’s daily lives in a concrete and effective manner. It can be said that Resolution 57 has truly come taken effect – reaching the grassroots level, every citizen, every neighborhood, and every household.
With the companionship of Ton Duc Thang University, Tan Hung Ward People’s Committee aims to translate the cooperation commitments into specific action programs, generate practical values, and bring science, technology, and innovation closer to the lives of the people.
