Vietnamnet Newspaper: Ton Duc Thang University: Breakthroughs in Science and Technology Development Policies
Aiming to become a research university, Ton Duc Thang University (TDTU) has implemented multiple policies to accelerate science and technology activities, consistently affirming its pioneering role in development of science and technology and innovation.
In alignment with Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology, innovation, and national digital transformation, together with Resolution No. 71-NQ/TW on breakthroughs in education and training, TDTU has formulated and enforced a series of breakthrough policies to vigorously promote science, technology and innovation activities.
TDTU has launched a flagship research funding program with support of up to 1 billion VND per project, prioritizing works that yield high-quality scientific publications, patents, as well as projects in the 11 national key groups of science and technology fields. Moreover, the University has issued reward policies for lecturers and researchers whose papers are published in specialized, top-tier journals (top 1% in their fields) or for collaborative works with highly reputable international scientists. It has also introduced policies to attract and support the development of high-quality scientific human resources, based on criteria of academic titles and degrees, H-index, and citation level and strengthened cooperation with universities ranked in the world’s Top 500, issuing policies to support international experts and scientists from these institutions to teach and conduct research at TDTU in the role of adjunct professors.
In addition to science and technology development policies, TDTU has introduced PhD and post-doctoral scholarship programs to attract and train early career researchers. Doctoral candidates are supported with up to 100% of tuition fees for the entire program, while post-doctoral researchers are considered for scholarships based on research proposals and academic achievements. Additionally, TDTU provides living expenses of VND 8 million, creating favorable conditions for in-depth research in an international academic environment.
With a solid development foundation and the implementation of many new policies, TDTU has achieved remarkable achievements in the past academic year.
TDTU scientists publish many research results in leading international journals
In the academic year 2024-2025, TDTU scientists attained outstanding achievements in scientific research activities. Numerous results were published in prestigious international scientific journals in the Web of Science (WoS) and Scopus databases. In particular, more than 100 papers by TDTU scientists were published in top 1% journals by subject area, based on H-index and academic reputation of the journal.
Some typical journals include Computer Methods in Applied Mechanics and Engineering, Marine Pollution Bulletin, Journal of Mathematical Analysis and Applications (Elsevier), Journal of Physical Chemistry B, ACS Nano, Journal of Natural Products (American Chemical Society), IEEE Internet of Things Journal, IEEE Access, IEEE Transactions on Aerospace and Electronic Systems, IEEE Transactions on Mobile Computing, IEEE Journal on Selected Areas in Communications, IEEE Transactions on Instrumentation and Measurement, and IEEE Transactions on Vehicular Technology (Institute of Electrical and Electronics Engineers).
Four TDTU scientists recognized as the world’s top most influential researchers in 2025 in the world
According to the announcement by Elsevier and Stanford University (USA), the 2025 list is compiled from Scopus citation data covering nearly 12 million scientists worldwide. Among them, 89 Vietnamese scientists were ranked in the top 1%, and TDTU is proud to have four researchers included in the list.
Establishment of nine strong research groups
The strong research groups were established with the aim of promoting innovation, research and technology transfer, and developing advanced technological solutions, building a strong foundation for science and technology development. These are interdisciplinary groups formed from 22 existing research groups/labs at the University with outstanding research capacity, led by reputable scientists in advanced fields of science.

JIT journal increases CiteScore citation index and enters Q1 in Scopus database
According to Scopus database in June 2025 (www.scopus.com), the Journal of Information and Telecommunications (JIT) of TDTU increased its CiteScore citation index from 7.5 (2023) to 8.2 (2024), ranking 21st out of 160 journals in the field of Computer Science. The steady rise of CiteScore over the years is the evidence of the journal’s growing academic reputation, affirming JIT as a leading Q1 group of the Scopus database. JIT in the Computer Science group is indexed in both Scopus and Web of Science.
Most recently, Dr. Le Quoc Viet – Vice Dean of the Faculty of Pharmacy, TDTU – was honored with the Vietnam Golden Globe Award 2025, becoming one of the 10 outstanding young scientists nationwide. In addition, Nguyen Doan Quynh Nhu and Ha Ngoc Nhu Y, students of the Faculty of Applied Sciences, TDTU, won the Vietnamese Female Student Award in Science and Technology 2025. These are prestigious science and technology awards organized by the Ho Chi Minh Communist Youth Union, honoring young talents in the field of research and innovation.

With these achievements, TDTU continues to affirm its international position by maintaining its ranking in the Top 601-800 universities worldwide in the World University Rankings 2025, announced by Times Higher Education (THE), United Kingdom.
The University’s overall score increased from 38.2-43.2 to 39-43.5 compared to the previous ranking, reflecting comprehensive improvements in education quality, research, and academic reputation.
Notably, 2025 witnessed a sharp increase in the number of ranked institutions – from 2,092 to 2,191 – indicating increasingly intense global competition. In this context, the fact that TDTU not only maintained but also improved its score is evidence of the effectiveness of its development policies, firmly affirming the international position and academic influence of the University.
